Is it simply to have the blade completely enclosed?
As you can see in this very short clip, the blade sort of falls out and then has to be secured. It seems inefficient.

Any knife carried in a public place - without a valid reason - in theory could result in up to 9 years. I had a machete confiscated just a couple months ago.
